The murder of an investigative reporter leads to police suspecting an underworld act of revenge. Former RCMP Anti-Terror and Canadian Security Intelligence Service (CSIS) agent Chris Vachon stumbles upon evidence connecting the reporter death to known terrorist suspects operating near the American border.
The agent befriends the murdered reporter circle of friends developing a relationship with close friend of the victim Jenna Orr.
        Terrorist leader Merlin known as a master of disguise suspecting Orr stumbled upon information revealing attack details orders the reporter killed.
        Befriending biker leader Tex McCue intent on dispelling blame by his organization for the original reporter killing brings Orr support and unexpected protection from a series of assassination attempts.
  Covering a news assignment for the development of an Israeli funded northern city manufacturing project in romance develops with Israeli-Canadian project director Sam Benjamin.
        A series of events suspicious activities during the courtship leads   the Mossad agent to realize international terrorist Merlin is tracking his girlfriend. Already on special assignment in the area Benjamin launches an independent investigation to discover the reason international insurgents are interested in Orr.
     Continuing to investigate the unusual terrorist activity CSIS agent Vachon  solicits American CIA help in an attempt to discover the  location of any suspected attack. Benjamin and Mossad take control of the investigation when the terrorists kill an Israeli agent assigned to the case.
        All of the agencies involved come into conflict  during the exciting climax when Merlin and his terrorist team take Orr hostage to fend off both CSIS and Mossad attempts to stop the well organized cross border attack.
